Ukraine’s Defense Intelligence verified that Russian forces have utilized Starlink satellite communications on the front lines. After the invasion in February of 2022, the Starlink terminals have been essential for Kyiv’s battlefield communications, ultimately giving Ukraine an edge over Russian forces. These terminals provide high-speed communication and a better-equipped military for Ukraine, yet concerns arise as Kyiv and its allies question Elon Musk’s control of this system. Due to Western technology recently discovered in Russia’s arsenal in Moscow, Russia has increasingly become more skilled at evading sanctions. This breach of security threatens the legitimacy of Starlink communication systems and endangers Russian-occupied Ukraine regions. 

In a Reuters report, Elon Musk is said to have claimed that “no Starlinks have been sold directly or indirectly to Russia.” Yet the Guardian states that “neither Musk nor Starlink outlined any pro-active efforts to prevent Russian forces from obtaining terminals or connecting to Starlink; nor did they say whether specific Ukrainian claims were being investigated.” Since detection, it is still unknown as to how Russian forces obtained access to the Starlink system. Kyiv’s intelligence alleged that it had found a plethora of evidence that confirms their use in the partially occupied Donetsk region of Ukraine. Al Jazeera quotes the Ministry of Defense’s Main Directorate of Intelligence, revealing that “cases of the Russian occupiers’ use of the given devices have been registered. It is beginning to take on a systemic nature.” 

To mitigate the possibility of greater Russian intervention, these detections need to be targeted and shut down immediately. It is crucial to keep the Starlink communication systems solely in the hands of Ukraine to withhold the leverage they have had throughout the conflict. Russia’s attempt at bypassing sanctions and potential purchase of SpaceX terminals in Arab countries threatens Ukraine’s safety, especially since the use of Starlink in Ukraine has been such an asset throughout the war. It is essential to monitor the usage of Starlink satellites, as well as impose any other sanctions on Russia that successfully prevent the accession of any prohibited devices.
