Taiwan’s Preparedness Strategy: Lessons from Ukraine

Taiwan is taking proactive steps to bolster its civil defense by learning from Ukraine’s wartime experiences, aiming to enhance national resilience in the face of increasing tensions with China. Government officials are looking to private companies such as Uber and Microsoft, who have remained operational throughout Russia’s invasion of Ukraine and taking inspiration from incorporation of supermarkets into the supply distribution network and the use of taxi services for medical emergencies in times of crisis. Additionally, Taiwan is investing in cybersecurity and emergency preparedness strategies to prevent disruptions caused by cyberattacks and infrastructure sabotage. These measures are part of a broader effort to fortify Taiwan against potential aggression as China increases military pressure.

A senior security official speaking anonymously due to the sensitivity of the matter, emphasized the importance of preparedness and deterrence. He said, “We hope to learn from Ukraine’s first-hand experiences—how private companies helped build the resilience of its government and society during wartime.” 

He later stated, “We have the will to fight, and now we must also look closely into our will to prepare.” The official added that Taiwan is revamping its air-raid alert and shelter systems, taking into account lessons by northern European countries and Baltic states. 

Rather than responding with their own military buildup and risking provocation with China, Taiwan’s approach focuses on civilian resilience and technological fortification. By preparing supermarkets, taxi services, and digital payment platforms for emergency scenarios, Taiwan is ensuring that basic societal functions can continue even in the face of cyberattacks, economic blockades, or potential military incursions. The integration of private companies into national defense planning is an innovative strategy that promotes security and deterrence through preparedness while strengthening the public’s ability to respond to emergencies. However, it is important that this strategy is accompanied by continuous diplomatic engagement to help prevent further escalations that could lead to conflict with China. Encouraging China to engage in diplomatic discourse, rather than military intimidation, should remain a priority for Taiwan and its international allies.

The historical tensions between China and Taiwan have led to increased military tensions near the island in recent years, including large-scale war games and airspace incursions. Taiwan functions as a self-governing nation with strong economic and strategic ties to Western nations such as the United States, while China considers Taiwan a breakaway province that is a part of their territory. Despite Taiwan developing into a thriving democracy with a distinct political and economic identity, Beijing continues to view reunification as a non-negotiable goal. Over the past decade, China has ramped up military posturing, economic pressure, and disinformation campaigns targeting Taiwan. Global conflicts such as the war in Ukraine, as well as clashes between Beijing and Washington, have raised concerns about the potential for further aggression against Taiwan leading to increased security measures in and around the island.

Taiwan’s security preparation isn’t just about matching China’s military power, but rather making the country more resilient in the face of potential threats. By strengthening infrastructure, integrating private companies into emergency planning, and preparing for cyber and economic disruptions, Taiwan is ensuring that society can function even in times of crisis. While this approach helps to safeguard Taiwan from aggression, building a society that can withstand pressure while also working to prevent conflict in the first place through diplomacy and clear communication is imperative to maintaining peace in the region. By focusing on resilience and engaging in open dialogue, Taiwan can chart a path that avoids military escalation and moves toward long-lasting stability.
