North Korean Troops In Russia Heighten Risk Of Escalation

On October 18th, information from South Korea’s National Intelligence Service revealed the presence of North Korean troops in various Russian bases. While the official number varied, intelligence given to the BBC put estimates between 1,200 and 12,000 North Korean troops present in Russia. Putin followed this up with the introduction of a bill that ratifies a mutual protection military agreement with Kim Jong-Un. This is the culmination of a recent pattern of increasing cooperation between Pyongyang and Moscow, a partnership that threatens to undermine global peace and security. At first, experts doubted North Korean troops would be deployed in combat because of language barriers and their lack of combat experience. However, reports recently confirmed North Korean soldiers were present in the Kursk region, marking a significant escalation in the conflict. World leaders expressed their concern that this move could escalate the war in Ukraine, and South Korea demanded North Korea withdraw its soldiers. Nevertheless, Putin refused to answer concerns about the troops, and his administration declared their alliance with North Korea was within the frameworks of international law. Western powers and South Korea have promised to respond with severe international action, but what that action would entail has yet to be revealed. 

“North Korea’s involvement could open the door for greater international participation in the conflict, potentially drawing in more countries. The intl’ community will likely increase sanctions and pressure on both Russia and North Korea, but it remains to be seen whether North Korea’s involvement will truly benefit either country.” said Moon Seong-mok from the Korea National Strategy Institute. 

North Korea’s involvement in the war in Ukraine shows just how delicate the situation is. World leaders and diplomats need to tread very carefully to ensure any agreement they reach doesn’t further escalate the situation. However it’s difficult to enforce economic and political sanctions against Russia and North Korea because they are now supporting each other and they receive support from other nations like India and China. This case shows a significant flaw of collective security, and it’s up to the international community to find a way to reach a diplomatic solution to this issue. Because of North Korea’s recent addition to the conflict, the necessity of ensuring their compliance with human rights and humanitarian law cannot be understated. These troops do not have combat experience, but they also don’t have experience upholding applicable laws during conflict. Reporters on the ground need to monitor the situation carefully to document any abuses that might happen and report them to the relevant authorities. Diplomats must continue working towards a peaceful and diplomatic solution that would restore the borders established before the outbreak of this conflict.
